RF State Duma has passed the draft law on biometric ID for seafarers on a second and third (final) readings. According to data published at website of Russia's lower chamber of Parliament, 412 votes supported the draft law which had been developed by the RF Government in order to bring RF legislation to conformity with the ILO Convention envisioning introduction of a biometric system for issuing secure identity documents with fingerprints to the world's seafarers.
The second reading specified the list of authorities entitled to use fingerprint information. The list includes courts, prosecutor’s office, investigating authorities, Federal Migration Service. Such information can also be provided to foreign states according to international agreements of the Russian Federation.
