RF Transport Strategy through 2030 considered by Civic Chamber
Improved draft Transport Strategy through 2030 was introduced to the Civic Chamber of the Russian Federation by RF Transport Minister Maksim Sokolov on February 4. According to the Ministry’s release, the document was discussed by the Civic Chamber members, representatives of the Transport Ministry and its subordinate agencies and services, representatives of the Public Councils of the related Ministries, representatives of the leading transport companies, branch unions and field-related scientific institutes.
As the Minister said, the document determines the goals, indicators and objectives for the long-term development of the transport complex, investment and innovation priorities, principles and mechanisms for implementation of the state transport policy. They are arranged in the form of a vertically integrated system model providing for efficient monitoring of indicators and management of the Strategy implementation.
The key goals of the Strategy are: development of a single Russian transport area; securing of availability and quality of transport & logistic services in the sphere of cargo transportation in view of the requirements for national economic development; securing of availability and quality of transport services for the population in compliance with social standards; integration with the global transport area and exercise of the country’s transit potential; improvement of transport system security; decrease of the negative impact of the transport system on the environment.
The draft strategy also determines the mechanisms for its implementation. It implies the development of a competitive institutional environment for transport and logistic business as well as attraction of private investments in the development of transport infrastructure including public-private partnership, concessions, life cycle contract.
An important role will be played by specialized finance institutes for infrastructure development.
Implementation of the Transport Strategy considerably depends on efficient scientific and human resource.
