Severo-Zapadnyi Alyans LLC (North-West Alliance) plans to start export of oil and oil products via new terminal in Vistino (the Gulf of Finland, Leningrad Region, close to Ust-Luga port) from 2009, PortNews IAA has learnt today from Alexander Dymov, chairman of the Alliance's Board of Directors. According to Dymov, design capacity of the terminal is 10 million tons of oil products per year. “We have a number of agreements with oil companies including TNK-BP, for loading of the terminal up to 14 million tons per year,” Dymov said.
The development of the project on construction of Russian sea oil-loading complex (Vistino RMNK) will be finalized by the Morstroi design institute in March, 2007. North-West Alliance is the project’s originator. The construction works are scheduled to be finalized by the end of 2008.
Total investments planned by North-West Alliance are to make about $400 million. The project’s payback period is about 7-8 years.
Vistino oil-loading complex is to have a tank farm with a capacity of 470 cubic meters, one berth capable of accepting 100,000-dwt tankers and a berth for bunker tankers (up to 5,000-dwt).
Oil products are to be delivered by railway approaching the port of Ust-Luga. “Our 10 million tons have already been considered there,” Dymov said.
