FSUE Rosmorport says that criticism against the company in respect of the project on reconstruction of the berths at Cape Signalny (Petropavlovsk-Kamchatsky) is a distortion of facts and provides its comments on the issue to IAA PortNews.
According to the statement, FSUE Rosmorport supports and provides every possible assistance in implementation of the project on reconstruction of berths at Cape Signalny (commercial seaport of Petropavlovsk-Kamchatsky).
Issues related to implementation of the project and cooperation of the stakeholders have been discussed several times at joint meetings Kamchatka Territory Government and Federal Marine and River Transport Agency attended by representatives of the Ministry for the Development of the Russian Far East, FSUE Rosmorport and Commercial Seaport of Petropavlovsk-Kamchatsky OJSC.
As a result, a decision was made on the development of a comprehensive documentation on the project taking into account both federal financing and investments.
According to common practice and current legislation such documentation is usually ordered by a future operator of a terminal. Therefore, Marine Transport Terminal – Kamchatka LLC to which Commercial Seaport of Petropavlovsk-Kamchatsky OJSC assigned its rights under the project in February 2016, was defined as a single customer of the project documentation.
As the project implies the construction of new berths based on the existing federal and private facilities, the project initiator was proposed to look into transfer of the facilities into the federal ownership. Then, FSUE Rosmorport could be a customer of new berths and their construction could be financed by the federal budget. A concession agreement has been proposed as an alternative. Yet, no response has been obtained from Marine Transport Terminal – Kamchatka LLC or Commercial Seaport of Petropavlovsk-Kamchatsky OJSC so far.
