According to Putin, who chaired a joint conference of the State Council presidium and the Maritime Board over the development of sea transport infrastructure held Wednesday, a corresponding law should be adopted as soon as possible. "Besides, the issues of port land management should be settled this year," Putin said. "It is one of the key issues. 50% of bureaucracy fall on land management issues," he added.
