Operators vie for Philippine port privatisation projects

The Philippine Ports Authority (PPA) has commenced the first steps in its privatisation plans for two of the country's largest seaports, Batangas and Manila North Harbour.
The PPA has received a total of eight letters of intent competing to prequalify in the bidding for each of the port's 25-year concession contract.
The four potential operators for the Batangas project are the International Container Terminal Services Inc (ICTSI), Asian Terminals Inc (ATI), Harbour Centre Port Terminal Inc (HCPTI), and Singapore's Overseas Port Management (OPM).
ICTSI, the Philippines' largest port operator, along with ATI and HCPTI are all local companies apart from OPM, a private firm run by former PSA veterans.
PPA's deadline for the submission of letters of intent for the Batangas port privatisation project is at 2pm local time today.
PPA assistant general manager for engineering Claro V Maranan told BusinessWorld that they cannot rule out the possibility of last-minute submissions today.
For the Manila North Harbour, the four letters of intent to participate came from ATI, HCPTI, Pier2 Arrastre and Stevedoring Services and Prudential Custom Brokerage Services.
June 2 is the deadline for the submission of the eligibility documents to operate the Manila North Harbour.
Earlier, the PPA had signed a $23.1 million purchase agreement with Chinese manufacturer Zhenghua Port Machinery Corp for gantry cranes and other cargo-handling equipment for the Batangas port set for delivery this December.
The lack of these cargo-handling equipment had stalled the government's earlier privatisation efforts for Batangas port.
