Tankers temporarily used as storage vessels for export of oil and oil products within the customs area of Russian Federation has been exempted by RF Government from custom duties and taxes, press center of the Cabinet reports according to AK&M. The Decree was signed by Mikhail Fradkov, Chairman of the Government.The document states that vessels used as storage tankers for export of oil products (commodity item 8901, RF Foreign Economic Activity – Classification of Goods) and owned by foreign entities enter the customs area of RF on temporary basis with complete exemption from customs duties and taxes for 1 year provided that they are placed at an outer anchorage of RF ports open for foreign traffic and calls of foreign vessels. If the above term is prolonged for over 1 year such vessels subject to partial conditional exemption from customs duties and taxes. The above decree covers the relations starting from May 1, 2007. Storage tankers for export of oil are used by Rosneft, in particular. Shipment terminal Belokamenka located in the Kola Bay enables the company carry out all-the-year-round transportation of product. Belokamenka is a 360,000-dwt tanker located in one of the deep-water bays. Shuttle-tankers come to the terminal and deliver small volumes of crude to the Belokamenka terminal for accumulation of a larger volume to be further transshipped to the customers’ super tankers. The vessel may accept 4 different types of oil which makes it possible not to mix product of different quality. In 2006, 3.73 million tons of oil was transshipped via Belokamenka.
