The development of Master plans for all transportation modes of St. Petersburg to support the development of St. Petersburg transport-and logistics complex will between carried out in 2008, PortNews IAA learnt from Nikolai Asaul, Chairman of St. Petersburg Transport-and-Transit Policy Committee, at the second transport-and-logistics conference ProLOG-2007. Asaul said the Law On St. Petersburg Participation in Public-Private Partnerships (PPP) and the Federal Law On Concession Agreements formed the legal basis for the projects aimed at construction of transport infrastructure facilities. According to Asaul, the mechanisms of Public-Private Partnership are being used as the basis for construction of the marine passenger terminal at the raised territories of the Vasilievski island. The city’s special-purpose program for implementation of this investment project was initiated by St. Petersburg Transport-and-Transit Policy Committee. Besides, a concessional tender for construction of the Western High-Speed Diameter is currently being held, tender documentation for construction of the Orlovski tunnel under the Neva-river is under development today as well as for the new mode of high-speed transport know as “Nadzemny Express”. Asaul also said the city starts implementation of another large-scale project based on PPP mechanisms – reconstruction of Pulkovo airport.
