The Government says it's made sure all companies will have access to the port, grain storage and transport facilities controlled by CBH, ABB and Graincorp.
But AWB has commissioned a report which says the bulk handlers should also set fair fee levels and provide all players with ship arrival information.
AWB's Peter McBride says the company will present the report to the Government during this week's Senate Inquiry into the new legislation.
"We believe, and I think everyone in the industry believes, we don't want to go from one national monopoly to three regional monopolies," he says.
"So we're stating that you need a strong regulatory framework to ensure that in the export of wheat out of Australia by a number of traders and marketers, everyone is on an equal footing."
