Rosmorrechbunker (Russian Association of Marine and River Bunker Suppliers) continue registration of participants of their educational program “The bunker supply of the vessels: law aspects”, Vitaly Kovalev, President of the Association, told PortNews IAA. “Today we have received an application from Valery Belyakov, deputy safety chief of Taman Seaport Administration. It is curious enough that Saint Petersburg-based programs attract participants from other cities and even other countries. They made almost half of the group at the seminar held in April 2006. We had participants representing territories from Latvia to Vladivostok. Another interesting fact is high percent of participants representing government institutions – Seaport Administrations – about 40%,” Kovalev says. The Association consists of commercial structures but Rosmorrechbunker's management is not surprised at the interest from state bodies. According to Kovalev, the easiest way to understand opponent is to be in his shoes. Studying together with representatives of commercial structures help safety specialists see the problem from inside, which enables them to be more efficient in their work. At the same time such joint work is important for representatives of bunker companies as well.
As PortNews IAA told earlier, on November 27 Rosmorrechbunker starts its Skills Development Program “The bunker supply of the vessels: law aspects”. The program is intended for the heads of legal services and legal departments, lawyers of bunker, insurance and freight companies, as well as ship owners, ship agents and experts of port administrations. For the convenience of the applicants the course has been divided into two equal parts. The first part is to be held from the 27th to the 30th of November (four training days), the second one – in February 2007.All news
