Ukraine Ministries set discounts on crude oil handling ops at the ports of oil in Ukraine

Ministry of Transport and Communications of Ukraine and Ministry of Economics have agreed the discounts on crude oil handling services provided at the country’s seaports, the Ministry of Transport press release said.
The discounts will be granted depending on the volume of oil supplies. Now the discounts will become effective after positive resolution of the State Committee on entrepreneurship.

On September 28th, Prime Minister Mykola Azarov charged heads of three agencies to revamp the dues charged for cargo handling services at the ports of Ukraine. Changes will be made in trade catalogue to the range of services related to the handling of cargo at the ports of Ukraine, approved by the N392 Decree of Ukraine’s Transport Ministry on October 31, 1995 and registered at the Ministry of Justice of Ukraine on December 26, 1995 (N476/1012).
After the discounts become effective fees charged for using berths for transshipment of crude oil and petroleum products will range from $2.1 to $1.1 / ton, depending on the volume of cargo

The new charge rates are believed to create favorable conditions for attracting additional flows of crude oil and petroleum products and are expected to increase revenue of the ports and additional payments to the State budget.

According to forecasts by Ministry of Transport of Ukraine, the tariffs changes may boost transshipment of oil and petroleum products to 3.5 million tons next year. Revenues might grow to 42.8 million UAH. The state budget could receive 20.3 million UAH.

In 2009, the Ukrainian ports transshipped 13.5 million tons of crude oil and petroleum products, including transit volume - 10.7 million tons.
