US FMC to discuss PierPass fee hike

The Federal Maritime Commission will discuss a proposal to increase the PierPass traffic mitigation fee to $60 per TEU when it meets July 13. Terminal operators at the ports of Los Angeles and Long Beach are scheduled to raise the fee from $50 per TEU on Aug. 1. The agenda lists PierPass as a staff briefing and discussion, Journal of Commerce reports.The discussion, to be held behind closed doors, will come two weeks after the terminal operators delayed implementation of the increase from July 1 after shippers asked for more time.

The fee, imposed on truck moves occurring weekdays between 8 a.m. and 5 p.m., is designed to encourage shippers to move their cargo on weeknights and Saturdays to alleviate congestion in and around the terminals.

The FMC's closed-door session also will address a dispute between SSA Terminals and the Port of Oakland over alleged violations of the Shipping Act, as well as the commission’s order requiring the two main West Coast discussion agreements file transcripts of their meetings.

Before the closed session, the commission will hear a report from Commissioner Mario Cordero from the Congress of Latin American Ports.

The meeting will begin at 10 a.m. in the FMC’s hearing room at 800 N. Capitol St. in Washington.
