State Duma Committee bolsters Bronka outer harbor project
The Transport Committee of the Russian State Duma voted for funding the outer harbor Bronka project through the Federal Target Program "Development of Transport System of Russia (2010 - 2015 years)." The Committee heard the report of Executive Director Alexei Shukletsov of Phoenix Ltd., the investor of a multifunctional marine cargo handling complex "Bronka," the company’s press service said. The Committee will apply to the e taken two important decisions. First, recognize the strategic importance of building MMPK "Bronka", because it will significantly increase the container and ferry transportation of the Big Port of St. Petersburg without creating additional load on the road network of the city. Second, contact the State Duma Committee on Budget and Taxes to include the construction of the approach channel and waters MMPK "Bronkaa" in the federal target program
Phoenix Ltd. has invested so far around RUB 3.2 billion in the construction of "Bronka" facilities. The date of commissioning of the first phase of the complex depends entirely on funding the construction of the federal government owned approach channel and maneuvering area.
Private investment in the project may total nearly RUB 43.7 billion, while federal government plans to invest in the project some RUB 15.2 billion.
The Bronka project will help create over 2,300 new jobs. Upon completion of the outer harbor facilities annual direct tax payments to the budget of St. Petersburg will be at RUB 1.7 billion (plus indirect tax – RUB 5.1 bn), the federal budget will get RUB 2.0 billion a year (RUB 5.9bn).
Multipurpose transshipment complex Bronka will comprise three specialized facilities: a container terminal encompassing 107 hectares, Ro-Ro terminal of 57 ha and logistics center of 42 ha. Container terminal features 1.175 m-long waterfront (including 5 berths), waterfront of rolling cargo terminal will be 630 meters (3 berths).
Bronka first phase capacity is projected at 1.45 million TEUs and 260,000 units of Ro-Ro cargoes. The facility’s container throughput is planned to be increased to 1.9 million TEUs. The Bronka Multipurpose Complex will be able to handle Panamax containerships and the ferries of Finnstar class. The first ship call is expected in 2014.
A fully-owned subsidiary of JSC Holding Company "Forum" Phoenix Ltd. was founded in 2007 specifically for the construction of the Bronka multifunctional marine cargo complex to be located in the new Cargo Area of the Big Port St. Petersburg. The project is supported by the Russian Ministry of Transport and the St. Petersburg City Administration.
