Putin decided to visit the Russo-Finnish border after meeting Finnish Premier Matti Vanhanen on November 12, after the sides had discussed in detail the situation connected with the problems of cross-border freight transportation.
At that time Putin said that Russia and Finland intend "very soon to reach out to mutually acceptable solutions connected with regularisation of the commercial import of automobiles". "I shall visit the border and see how our plans are being implemented", the Russian Premier promised.
The Torfyanovka border-crossing point was inaugurated at the beginning of the 1940s. Its actual handling capacity currently exceeds the projected one by 20-50 percent.
The main problem of the Torfyanovka operation is a shortage of infrastructure facilities that are necessary for the conduct of customs procedures, and the inspection of freight carrying vehicles. The shortage of facilities results in long queues at the border.
Later in the day Putin also intends to visit the Vyborg-based shipbuilding plant. This is one of Russia's major shipbuilding enterprises which also makes drilling platforms for the development of offshore shelf deposits and the building of the platforms' supply ships.
The plant began to operate in 1948. In the outgoing year the management of the enterprise intends to substantially modernise production facilities. As a result, in the coming three years, the plant is planning to turn out 60,000 million roubles' worth of products for the development of the Arctic shelf.
After visiting the Vyborg shipbuilding yards, Vladimir Putin is to hold a session of the State Border Commission in Constantine Palace of St Petersburg.
