Issues related to Oil Spill Response discussed at Federal Agency of Marine and River Transport

On December 19, PortNews IAA supported by the Department of state policy in the field of maritime and river transport of the RF Ministry of Transport, Association of Sea Commercial Ports and Association of Shipping Companies held a specialized round table “OSRA plans in RF water area in respect of shipping companies and on-shore terminals”. PortNews IAA is grateful to Rosmorrechflot (Russia’s Federal Agency of Marine and River Transport) of the RF Transport Ministry for assistance in arrangement of the event and for the hall available for the round table meeting.

The participants of the meeting: Vitaly Klyuev, Deputy Director of the Department of State Policy for Maritime and River Transport of the RF Transport Ministry; Igor Zakharov,  deputy head of RosMorRechFlot; Andrei Khaustov, head of RF GosMorSpasSluzhba FSE, Vladimir Popov, Deputy Head of GosMorRechNadzor; representatives of Emergency Ministry and RosMorPort FSUE; Harbour Masters of Russia’s largest oil ports; heads of Basin Departments of inland waterways involved in oil product transportation; representatives of large shipping companies as well as owners and operators of sea and river oil terminals. 

Sponsors of the round table meeting were Gazprom Neft OJSC, St. Petersburg Oil Terminal CJSC, Volga Shipping OJSC.

To ensure further efficient work of executive authorities and private business in RF seaports and at inland waterways of Russia it was decided to prepare proposals on introduction of amendments into existing legislation. The recommendations will be collected by PortNews IAA and furnished to all the involved legislative and executive authorities of the Russian Federation. Such a document could give a new impulse to solution of urgent problems related to varying interpretations of RF legislation covering OSR plans.
