Russian Govt posts a decree on goods declaration imported via PSEZ

Russian Government on November 22, 2012 released a decree "On the customs declaration of foreign goods imported into the ports special economic zone from the territory of a non-member of the Customs Union, and Placed under the Customs Procedure of customs-free zone."
In accordance with Article 37 of the Federal Law "On Special Economic Zones in the Russian Federation," the Government of the Russian Federation decrees:

1. To establish that the foreign goods imported into the territory of the port special economic zone from the territory of a non-member of the Customs Union, and placed under the customs procedure of customs-free zones, subject to customs declaration in cases when such goods are intended for:

a) the creation of real estate facilities on land allotted to residents of port special economic zones;
b) the processing, as a result of which the goods lose its individual characteristics, and (or) for the production of other goods (including assembly, disassembling, mounting, adjustment) and repair of imported goods;
c) the utilization for the construction or overhaul of infrastructure facilities of sea port, river port and the airport, located in the port special economic zone.

2. This Decision shall enter into force as from January 1, 2013
