Strategy for development of seaports till 2038 approved by Ukrainian Cabinet of Ministers
For implementation of the Ukrainian Law “On Seaports” the Minister of Infrastructure of Ukraine has developed and submitted for consideration of the Cabinet of Ministers the draft decree “On approval of the Strategy for the development of Ukrainian seaports till 2038”. The Government has approved the document, the Ministry says. According to the document, total turnover of Ukrainian ports is supposed to be increased to 210 mln t with the capacity to be raised to 250 mln t per year.
The document is a guidance for the industry development through the coming 25 years.
“The industry development requires over UAH 25 bln and this can be only invested through private-public partnership with the strategic investors which already operate at Ukrainian seaports and are willing to implement investment projects in the form of concessions. The state, in its turn, is set to continue the development of a legal framework and to ensure stable operation of business,” said Aleksandr Vilkul, Vice Prime Minister of Ukraine.
The Strategy is based on a new approach with determination of a specialization for each port with further development of ports within the framework of their specializations. For the first time, the Strategy sets forth short-term (up to 5 years), mid-term (up to 10 years) and long-term (up to 25 years) planning.
In the long term, the Strategy implementation will let the ports boost annual cargo handling to 210 mln t, attract UAH 26 bln of private investments for the development of port infrastructure facilities, improve seaports’ capacity to 250 mln t of cargo per year and ensure 80-pct improvement of seaports’ efficiency as well as to generate 15,000 jobs.
To determine the scope of finance, each port will develop short-term, mid-term and long-term plans and submit them for consideration of the Cabinet of Ministers within 6 months.
