IWW development strategy till 2030 to be submitted for consideration of RF Gov't in Oct’13
The Strategy for the development of inland water ways till 2030 is to be submitted for consideration of RF Government on October 17, 2013. According to IAA PortNews journalist, this was announced by Konstantin Palnikov, Director of the Transport Ministry’s Department of State Policy for Marine and River Transport, at the offsite meeting on the development of inland water transport held by RF Transport Minister Maksim Sokolov in Samara.
Konstantin Palnikov says implementation of the strategy according to the scenario of enhanced traffic growth till 2030 will require RUB 715 bln and RUB 327 bln of off-budget investments. Besides, it will require the construction of over 7,700 cargo vessels. By 2030, maximum volume of cargo transportation may double to make 283 mln t with 102 mln t possibly attracted from the railway transport.
Total growth of cruise traffic can make 6% till 2018 and 7% till 2030 against the current volumes.
Among major negative factors hindering the development of inland water transport Palnikov notes seasonal character; aging of port hydraulic structures, handling equipment and fleet; ‘bottlenecks’ etc.
For the first time throughout years, the Strategy provides for comprehensive research of all inland water transport components aimed at the development of scientifically grounded proposals and models for the development of inland water transport till 2030 with reasoning of specific measures on fleet, ports, inland water ways, establishment of multimodal logistic centers including activities of state support for inland water transport.
As of today, inland water transport of Russia carries over 140 mln t of cargo and 20 mln passengers.
