Changes to the rules of TIR Carnets submission at the International automobile border-crossing checkpoint (MAPP) Torfyanovka of Vyborg Customs was postponed until April 21, 2014, a Finnish expert said Thursday at the conference "Saint Petersburg Logistics Days".
Antti Nissinen, an adviser to the Director General of Finnish Customs said "the relevant letter has been received from the Federal Customs Service of Russia."
The conference was organized by the German-Finnish Chamber of Commerce, the Port of Hamburg and media group IAA PortNew.
Earlier, the North-West Customs Administration has announced that these changes will take effect as of 20 March 2014.
Antti Nissinen said that a meeting of customs authorities of Russia and Finland was slated for April 3-4 to discuss the issue.
"The TIR system is a significant achievement, but it has one major drawback as it still works on paper, and thus do not meet modern requirements," PortNews correspondent quoted Mr. Nissinen as saying.
Antti Nissinen believes that cooperation of customs services of Russia and Finland is implemented perfectly.
"We managed to create jointly the cooperation structure, which is carried out at all levels of the customs hierarchy that allows us to consider any issues that arise," said Nissinen.
He stressed the importance of international customs cooperation and open dialogue between the two countries.
The TIR Carnet is a customs transit document used to prove the existence of the international guarantee for duties and taxes for the goods transported in sealed vehicles or containers under the TIR system, within the limit of the amounts specified by the contracting parties and under conditions stipulated in the TIR Convention. The TIR Carnet covers the road and multimodal transport of goods (carried in vans, trailers / semi-trailers and containers).
