Seaport Harbour Master Statute comes into effect in Russia

Seaport Harbour Master Statute comes into effect from August 26, 2014, says the press center of RF Minister of Transport. The document replaces the Statute of 2006.

“Following the adoption of the Law No 225 which changed the structure of seaport authorities it became necessary to separate Seaport Authorities and Seaport Harbour Masters who obtained more precise powers. Direct responsibility of a Harbour Master is to ensure safe navigation in seaports and at the approaches as well as to ensure transport safety within seaports’ water area. Harbour Masters are appointed by the Federal Marine and River Transport Agency (Rosmorrechflot) upon approval of the Ministry of Transport. Harbour Masters report directly to Rosmorrechflot,” Victor Olersky, Deputy Transport Minister of Russia said at the meeting of the National Chamber of Shipping.
