Absence of safety management certificates will warrant detention of vessels, Transport Ministry says

According to the United Portal for allocation of information on development of draft legal acts by Federal executive authorities and results of public debates, draft amendments into the list of violations of obligatory requirements justifying temporary detention of vessels or other floating facilities and into time limits of such detentions as approved by the Order of RF Transport Ministry dated April 10, 2013 (No 113), have been brought up for public discussion. The procedure is to last till May 1, 2015.

Earlier, absence of safety management certificate (SMC) could not warrant the detention of vessels. SMC regulations came into effect on May 9, 2014 and ship owners had enough time to elaborate and introduce SMC at their vessels.
