The Ministry of Industry and Trade of the Russian Federation has set a task to drastically change the situation in Russian shipbuilding throughout the coming 5 years. According to the statement of the Ministry’s press center, all types of ships should be built in Russia.
According to the Ministry’s plan for phasing out of imports in shipbuilding, the share of imported large capacity vessels should be reduced from the current 100% to 20% by 2020, fixed drilling platforms – from 95% to 25%, pipelayers – from 100% to 30%, fishing ships – from 90% to 60%, repair ships – from 90% to 60%. The share of repairs at foreign yards is to be reduced from the current 75% to 45%.
Production of shipboard and deck equipment will be established in Russia for that purpose. The following equipment is among key positions to be replaced with domestic equivalents: marine diesel engines, steerable propellers, auxiliary thrust devices, anchor and mooring equipment, crane equipment, ventilation and air conditioning equipments, ship engines, oil transfer pumps and fish processing equipment.
A package of measures is under consideration for state support of shipbuilding. They include tax incentives aimed at ship repair in seaports, introduction of customs duties for foreign components having domestic equivalents and programmes encouraging the purchase of ships built in Russia.
