Russian Chamber of Shipping calls for harmonization of RF education law with STCW Convention (photo)
The Law of the Russian Federation on Education and other legislation acts pay no attention to specific training of seafarers, IAA PortNews journalist cites Aleksei Klyavin, President of Russian Chamber of Shipping, as saying at the International conference "Maritime Education: Trends and Challenges of the 21st century" held in St. Petersburg on July 7, 2015 at Adm. Makarov State University.
“In some cases Russian legislation on education does not comply with the requirements of the STCW Convention. We have overstated requirements and it does not good for the Russian flag. This makes seafarers seek for milder requirements. Therefore, Russian Chamber of Shipping thinks it is reasonable to consider the issue of revising the national legislation in order to bring it in line with the STCW Convention.
Withdrawal of the system for training of sea/river transport personnel from the Law on Education could be one of the solutions.
In late 2014 – early 2015, Russia provided IMO with the results on independent verification of personnel certification and training.
Seagoing vessels carry some 90% of all cargoes worldwide.
