RF Government Decree dated October 31, 2015 (No 2212-р) expands the limits of seaport Vysotsk (Leningrad Region) through inclusion of the plot of land intended for construction of an LNG terminal with the capacity of 660,000 t at the Ryuyevyalinnieme peninsula. According to the statement, the decision on port Vysotsk expansion was approved in view of implementing the investment project on construction of a terminal for production and transshipment of liquefied natural gas.
The document had been prepared by the Ministry of Transport in compliance with the Federal Law dated November 8, 2007 (No 261-FL) “On seaports of the Russian Federation and on introduction of amendments into certain legislative acts of the Russian Federation” and the territorial planning scheme of the Russian Federation for the development of federal transport (rail, air, maritime and inland waterway transport) and federal highways approved by the government on March 19, 2013 (№384-p.).
The project is being implemented through private-public partnership. FSUE Rosmorport and Cryogas CJSC have signed an Agreement on cooperation in the project implementation.
The construction is valued at RUB 14.5 bln. It is financed by off-budget sources. The terminal is supposed to produce 660,000 t of LNG per year. The complex is to include a terminal for LNG shipment, an approach jetty, a berth for auxiliary fleet and other facilities. LNG is to be transshipped to degasification terminals in the Gulf of Bothnia under the preliminary agreement with Gasum Oy (Finland).
The expansion of port Vysotsk will facilitate its development and contribute to generation of jobs in the region.
Port of Vysotsk is located in the Leningrad Region. In May 2012, RF Government expanded the limits of port Vysotsk through the inclusion of land plots and adjacent water area, where a general cargo terminal with annual capacity of 3 mln t is being constructed (on Putevoy Cape).
