Ukrainian Government to launch a reform of customs on 1 January 2017

Ukrainian Government says it will shortly submit for approval to the National Council of Reforms a strategy of reforming the Ukrainian customs aimed to ensure the launch of it from 1 January 2017. This was stated by Prime Minister of Ukraine Volodymyr Groysman at the meeting of the National Council of Reforms under the chairmanship of President of Ukraine Petro Poroshenko on Tuesday.

"We are going shortly to table the proposals to the National Council of Reforms in order to approve the reform strategy for the Ukrainian customs. We would prefer that this large-scale process begin from the 1st January 2017", said Volodymyr Groysman.

The Prime Minister noted that the Government had completed preliminary activities on needs assessment, restoring order and modernization of the Ukrainian customs.

In this regard, he thanked the United States of America for the organization and holding of the Mission, and obtaining a Report of its work.

Volodymyr Groysman also noted that from August of the current year the customs service had been showing a positive dynamics: revenues to the State budget had grown. Thus, as compared to the approved numbers additional amount of inflows made up UAH 1.2 billion.

"It's not enough. We need serious, systematic, comprehensive changes," he said.

The Head of Government noted the importance of retrofitting of the customs service of Ukraine, as "gray imports and smuggling are destroying the economic potential of the state, preventing Ukrainian businesses become competitive" and hindering the development of the national economy.
