State Duma approves Russian ships’ multiple crossings of State Border through notification procedure
On 18 July 2018, State Duma passed the Law “On introduction of amendments into Article 9 of the Russian Federation Law “On State Border of the Russian Federation” according to which Russian ships having passed customs procedures obtain a permission of multiple crossings of the State Border through a notification procedure.
According to the law, Russian ships fishing in exclusive economic zone or (and) on the continental shelf of the Russian Federation having passed border and customs procedure can cross the State Border several times without passing through border, customs and other types of control to pass through the territorial sea of the Russian Federation for the purpose of transferring from one fishing area to another but with providing border authorities with a notice of intent to cross the State Border and with data on ships location. Such ships should pass through the territorial sea without stops or delays.
The notification rules are to be set by RG Government.
The draft law also describes types of fishing covered by the proposed procedures.
The draft law has been supported by the Fisheries Ministry of the Kamchatka Territory and the Fisheries Agency of the Sakhalin Region.
