Prime Minister Dmitry Medvedev gives green light to NLR construction project

Dmitry Medvedev, Chairman of the Russian Government has signed an order “On the Concession Agreement for the future Obskaya-Salekhard-Nadym Railway, the government press office said.

As part of the private concession initiative in federal transport projects, the decree gives the nod to entering into a concession agreement with NLR OOO (Northern Latitudinal Railway)

The concession agreement with NLR OOO includes the construction of infrastructure facilities of the railway transport Obskaya - Salekhard – Nadym.

The document was submitted by Russia’s Ministry of Transport in accordance with the Federal Law July 21, 2005 No. 115-FZ "On Concession Agreements"

The document was prepared on the basis of the Concept of long-term social and economic development of Russia for the period up to 2020 (approved by Government Decree No. 1662-r dated November 17, 2008), the Strategy for social and economic development of Siberia until 2020 (approved by Government Decree No. 5 July 2010 1120-p), the Strategy for the development of railway transport (approved by Russian Government Decree of June 17, 2008, No. 877-r).

By the order of the Government dated February 22, 2018 No. 286-r, the Ministry of Transport of the Russian Federation was designated as the Authority to consider the proposal of NLR OOO (Northern Latitudinal Railway) on signing of a concession agreement for the Obskaya- Salekhard-Nadym rail transport infrastructure (hereinafter - the Concession Agreement).

The Ministry of Transport of Russia had considered the proposal for concluding a Concession Agreement, negotiated, the posted a draft concession agreement on Government’s official website (https://torgi.gov.ru/) to invite bidders for conclusion of a Concession Agreement to submit proposals in 45 days, but there were no application of third parties submitted within the period.
