Russian President Vladimir Putin has instructed the Government of the Russian Federation to allocate additional budget resources for construction of the Utrenny LNG and condensate terminal in Sabetta seaport and reconstruction of an access canal in the Gulf of Ob (the Kara Sea). According to the list of assignments issued after the President’s meeting with the Government members held on 27 February 2019 and published on the Kremlin’s website, the allocations are to be foreseen when drafting the Federal Law “On the federal budget for 2020 and planned period of 2021 and 2022” and the assignment is to be completed by 1 October 2019.
Together with Rosatom Corporation the Government is instructed to define the sources of financing and to ensure implementation of dredging works under the project on construction of the Utrenny LNG and condensate terminal in Sabetta seaport in 2019. The reports are to be submitted by 1 May 2019 and by 1 September 2019.
Besides, 1 September 2019 is a deadline for signing of long-term agreements with consignors binding in terms of volumes and cost of transportation by the Northern Sea Route.
By 1 June 2019, the Government is to explore the issue of using five Russian-flagged ships built by domestic shipyards for coal transportation by the Northern Sea Route.
By 1 July 2019, the Government is to submit to the State Duma a draft law providing for special measures of state support to investment activities in the Arctic Zone of the Russian Federation with a special focus on promotion of geological exploration works and construction of infrastructure facilities through private investments.
By 1 December 2019, the Government is to present a draft strategy for the development of Russia’s Arctic zone through 2035.
