Shareholders agreement on construction of Lavna terminal signed under Murmansk Transport Hub project
Shareholders agreement with a pool of investors under the concession on construction of Lavna terminal as well as agreements on purchase of shares in Commercial Sea Port “Lavna” LLC were signed on 17 April 2019. The ceremony was held at the premises of RF Ministry of Transport in the presence of RF Transport Minister Yevgeny Ditrikh. The project will be implemented with participation of STLC, BiznesGlobus, Port Infrastructure Development Center, RZD - Infrastructure Projects, the Ministry’s press center says in a press release.
The project is being implemented in the framework of Murmansk Transport Hub project. It is included in the comprehensive plan for modernization and expansion of main transport infrastructure, roadmap on redirection of Russia’s foreign trade cargo from the ports of the Baltic states to seaports of the Russian Federation and the Federal Targeted Programme “Development of Russia’s Transport System”.
“Lavna port development is a strategic port for our country. It is a modern hi-tech deep-water port in Murmansk that will let handle 18 million tonnes of coal per year. It also foresees the construction of 2.3 km of non-public approaches, - said Yevgeny Ditrikh after the signing ceremony. – We have made a long way towards this project. As of today, it has been restructures so that the team of shareholders includes those interested in this port. In general, it is a bright example of public private partnership. In this case, STLC, as a state company, has integrated private investors. That will ensure a required synergy and efficiency improvement. The project can become a model for further development of port infrastructure in Russia”.
Last November, a concession agreement was signed between Rosmorrechflot, the concession provider, and Commercial Sea Port “Lavna” LLC, the concession holder. The process of attracting strategic investors took less than five months which is a very good result given the significance of the project for the industry. The entry of a diverse pool of investors has been ensured within a short period of time, all the required documents have been signed by today. The current membership will let achieve the target on the terminal launching and synchronization of the infrastructure development”, commented Sergey Khramagin, General Director of STLC.
The coal transshipment facility will be built through public private partnership. The implementation mechanism has been developed taking into consideration the construction of federal property facilities, the concession facility and the coal terminal. As of today, the pace of railway infrastructure development is kept, the coal terminal construction has begun. In 2021, the project will achieve its planned capacity of 18 million tonnes per year.
