RF Transport Ministry counts on 'regulatory guillotine’ to cancel overlapping and obsolete requirements

Through application of a so called 'regulatory guillotine’ mechanism, RF Transport Ministry is set to finally cancel overlapping and obsolete requirements in the water transport segment, IAA PortNews correspondent cites Yury Kostin, Director of the State Policy Department for Maritime and River Transport of the Russian Transport Ministry, as saying at the Transport Week conference in Moscow.

According to him, the Ministry sees it necessary to keep the current regulatory framework in the segment of sea and IWW transport while introducing some amendments aimed at getting rid of overlapping and obsolete requirements.

The amendments are to be introduced into some regulations in the part of state control and supervision.

“The current regulatory system is up and running, it is of good quality being based on international agreements ratified by Russia. As for the national legislation, it is a code-based system: Merchant Shipping Code, Inland Waterways Transport Code ... There is a package of regulatory documents covering certain activities including those of water transport. Therefore, our task is to reveal excessive, outdated and overlapping requirements in the existing system, those really hindering the business, and to apply the 'regulatory guillotine’ mechanism to ensure their cancellation within the time specified. In this respect we are going to draft a law removing overlapping functions. We have been working towards that for many years with just some aspects left to be finally settled”, commented Yury Kostin.
