Russia’s Government approves principal aspects of a shipbuilding improvement strategy
Russia’s Government has generally approved principal aspects of a shipbuilding improvement strategy, RIA Novosti reports. According to a representative of Russia’s industry and energy ministry, the Strategy is to be further developed with participation of the business. Within two coming months an extended meeting is to be held at one of Russia’s shipbuilding centers.
The shipbuilding improvement strategy was considered at a closed Government meeting. According to Russia’s industry and energy ministry, major problems of shipbuilding in Russia are structural disproportions between industry structure and scale, between sci-tech and industrial capacity and consumer demand for civil products at domestic and foreign markets as well as excess militarization of production. General level of technologies and work organization falls behind the foreign one, capital consumption is 70%.
The Ministry also indicates at critical situation of human resources, low competitiveness in the sector of mass consumption transport vessels, deterioration of project solutions in civil shipbuilding. Another problem is imperfection of national legislation and financial infrastructure relating to civil shipbuilding resulting in high cost of vessel construction under Russia financial situation (20-25% of the vessel’s value).
According to Russia’s industry and energy ministry, major purpose of the new strategy is to improve competitiveness of shipbuilding through optimization of production facilities, modernization and technical upgrading, development of regulatory background to conform the state and business demand for modern shipbuilding products.
