Earlier, several social organizations, foreign trade businesses have called upon authoritative agencies to remove the procedure. The proposal has been supported by Rosgranitsa, the Ministry of Transport, as well as other responsible agencies.
In April 2009, speaking at a meeting of the Maritime Council under the Government of the Russian Federation Dmitry Bezdelov, the head of Rosgranitsa compared the work of marine checkpoints in Russia and the EU. Dmitry Bezdelov noted that Russian ports still do not meet the requirements of the Convention of the International Maritime Organization IMO FAL-65 on Facilitation of International Maritime Traffic.
Implementation of international law was entrusted to the ministries and departments. The Russian Minister of Transport Igor Levitin speaking at the opening of the ECUBEX transnational project in St. Petersburg on March 22nd also said about some results of the joint work for the facilitation of international maritime traffic. In particular, he said, the new seaport control procedures being developed that included a proposal to abandon the commission inspections of the vessels, which could educe the time for the transit ships to 4-6 hours.
The Bureau of Public Council of Rosgranitsa has scheduled to monitor the results of practical implementation of procedures to simplify international shipping.
