The Ministry of Transport of the Russian Federation published a draft order "On approval of the certification of crew members of sea-going ships."
The Regulations have been developed pursuant to Article 54 of the Federal Law of April 30, 1999 № 81-FZ "Merchant Shipping Code of the Russian Federation" and under the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) adopted in 1978, as well as the Convention of the International Labour Organisation (number 69) concerning the certification of ships' cooks.
