Transport Ministry clarifies its draft order on ship's crew certification regulations
The Russian Ministry of Transport on December 26, 2011 held a public discussion on the draft order “On Approval of Regulations of certification of crew members of sea-going ships.”
Director of the Department of State Policy for Maritime and River Transport Konstantine Palnikov and his deputy Vitaly Klyuev responded to questions from the shipping community and trade unions.
The new document, according to its drafters, aims to train qualified seafarers and maintain a professional level of ships' crew members according to international requirements. The proposed order will entail the country’s maritime education system.
"We are reforming the demand for higher education and this is the best measure to reform the maritime education in Russia", said Mr. Palnikov.
