Building of ESPO-2 to start in December 2009

The building of ESPO (East Siberia – Pacific Ocean) oil pipeline first stage is to be completed by December 2009. At the same time the building of the second stage that is to extend to the Primorsky Territory starts. These dates were announced on December 12 during the meeting of Vladimir PUTIN, the Chairman of the RF Government, and Nikolai TOKAREV, the President of the OJSC “Transneft”; RIA PrimaMedia informs referring to the RF Government internet portal. Nikolai TOKAREV reported on the main goals and “Transneft” development program for the next 10-12 years. He told that the program ultimate aim is to diversify the export oil direction and have an opportunity to redistribute it from East to West efficiently. It also aims at developing of the pumping stations through the all “Transneft” infrastructure to ensure the transferring of oil first to the domestic oil-refineries in order to increase the oil refining in Russia. The program itself consists of two parts. The investment one is the most complicated. It includes all “Transneft” new projects that are either being realized or ready to start. The second component is the program on updating, reconstruction, and complete overhaul of those oil pipelines that exist and are in operation currently. It is also great and labor-intensive process but yet of secondary importance. The first stage of ESPO (East Siberia – Pacific Ocean) oil pipeline has nearly been completed. The company’s experts are convinced that all the works will be performed by the fixed time; at least they do everything in their power. There is no lack of hands and technical equipment and the building is properly financed this and next year. “Transneft” Company has already developed the feasibility study of ESPO second stage. All necessary endorsement procedures including the public hearings are carried out in the regions where the pipeline will be laid. This work is to be completed next year. As the works on ESPO first stage are completed, the construction works on ESPO second stage will be mobilized. The Company intends to complete ESPO-1 by December 2009. At the same time the building of ESPO second stage is to start. The length of the second stage is 2 100 kilometers. I is planned to complete the works in late 2013 - early 2014. The next “Transneft” project is BPS-2 (Baltic Pipeline System-2). The project documentation has already been prepared. The draft decree on the financial support of this project is being considered by the Government, but the funding sources have not been called yet. By mid of next year all the preparation work will be completed and the realization of the project may start. It is planned to fund 700 billion rubles into “Transneft” new projects till 2020.
