Economic Development Ministry to monitor Russia's SEZ efficiency
Russia’s Economic Development Ministry plans to annually assess the Special Economic Zones’ (SEZ) activities and present reports to the government by October 1 starting from 2012, as follows from a ruling released by the cabinet of ministers Monday.
The SEZ’ effectiveness will be calculated based on the number of new residents, as well as jobs created by residents against figures declared in their business plans; the amount of actual investments compared with earlier estimates; and the amount of revenue or sales profit of residents.
The effectiveness of federal and regional budget spending for the construction of the SEZ’ infrastructure will be evaluated as well. The Economic Development Ministry must also calculate taxes and customs duties paid by the SEZ to the regional and federal budgets, including tax incentives.
