RF Transport Ministry issues draft order “On approval of harbor master regulation”

The harbor master regulation was developed in compliance with point 2 of article 74 of the Federal Law No 81-ФЗ dated April 30, 1999 Merchant Shipping Code of the Russian Federation and article 10 of the Federal Law No 261 dated November 8, 2007 On Seaports of the Russian Federation and on Introduction of Amendments to Certain Legislative Acts of the Russian Federation. It specifies harbor master’s functions, powers, rights and responsibilities as well as qualification requirements for a harbor master.
