Belkomur not to be included into FTP “Development of Russia’s Transport System (2010-2020)”
Due to difficult economic situation, considerable reduction of costs and insufficient resources for implementation of the launched projects, it is not possible to include Belkomur project into the Federal Targeted Programme “Development of Russia’s Transport System (2010-2020)”. This conclusion was made at the dedicated meeting headed by the Minister of Transport, the Ministry’s press center says.
Yet, the Ministry of Transport of the Russian Federation supports the inclusion of the Belkomur project into the State Programme on Social and Economic Development of Russia’s Arctic Zone through 2020. This issue will be discussed at the out-of-headquarters session of the working group on the development of transport system of the State Commission on Arctic Development which is to take place in Salekhard in August 7, 2015.
According to Maxim Sokolov, the Ministry of Transport also backs implementation of the project in the framework of a concession agreement with attraction of off-budget resources. In particular, there is a plan to attract Chinese investors. In this context, Maxim Sokolov suggested considering the project at the sub-committee on cooperation in the sphere of transport of the Russian-Chinese Committee on Preparing Regular Meetings of the Government Heads.
The goal of the Belkomur project: The complex programme provides for implementation of the investment business projects in the regions and the Solikamsk-Arkhangelsk Railway Link Project that will allow to eliminate infrastructural dead-ends, provide an access to the currently idle timber resources and create a new shorter transit track to connect the Ural and Siberia with the Russian northern ports, as well as the new deepwater section construction project for the Arkhangelsk Sea Port.
