At its meeting held on November 5, 2015, RF Government approved the draft federal law “On introduction of amendments into the Code of inland water transport of the Russian Federation”. According to the Government’s press center, the document will be duly submitted to the State Duma.
Draft federal law “On introduction of amendments into the Code of inland water transport of the Russian Federation” has been prepared by the Ministry of Transport and approved by the Committee for legislative drafting activities on October 12, 2015.
IWW of Russia will include inland water ways of federal significance (are on the list today) and inland water ways of regional significance.
Inland water ways of regional significance will include rivers, canals, lakes and water bodies located within a single constituent entity of the Federation including those in the Far North. Inland water ways of regional significance will be federally owned.
Constituent entities of the Russian Federation can but not obliged to participate in financing the maintenance and operation of inland water ways of federal and regional significance.
The draft law is aimed at creation of up-to-date legal framework to ensure safe navigation at inland water ways of Russia, enhance efficiency of state regulation at inland water transport.
Most constituent entities of the Russian Federation approve the draft law.
