Valentina Matvienko, the Chairman of the RF Federal Assembly of the Federation Council, says that draft law on the Arctic zone of the Russian Federation will be submitted to the State Duma of Russia in October-November 2016. Drafting of the law is a crucial task, press center of the Federation Council cites Valentina Matvienko as saying yesterday, 4 October 2016, in Murmansk.
According to Valentina Matvienko, the Upper House of RF Parliament has been working thoroughly on the issue to consider the opinion of the regions within the Arctic zone. “Hopefully, the Government will submit it to the State Duma in October-November 2016”, she said. Valentina Matvienko reminded that the document had undergone an extensive public discussions.
During her working trip to the Murmansk Region, Valentina Matvienko held a meeting with the region Governor Marina Kovtun to discuss economic development of the Murmansk Region and the regional budget issues.
“A lot is being done in the Murmansk Region for the development of its economic and infrastructure, particularly for Murmansk Transport Hub”, said Russian Upper House Speaker. According to her, this project is of strategic importance for the region.
Valentina Matvienko emphasized that the Murmansk Region succeeded in reduction of the budget debt thus contributing to the welfare of its population.
Marina Kovtun, in her turn, put a priority on the draft law on the development of Russia’s Arctic zone as well as the project on Kola anchor zone with the Murmansk Region as the project’s pilot area.
The Upper House Speaker and the Murmansk Region Governor also discussed the development of Murmansk Transport Hub with Victor Olersky, Deputy Transport Minister of Russia – Head of the Federal Marine and River Transport Agency. “We will provide assistance for completion of this project. It should be developed to recover our leadership in the Arctic zone”, she said.
