Sergey Mazhirin was born in 1959 in Berlin (Germany). In 1982, he graduated from Kaliningrad Higher Naval School with specialization in ship weapons and the following qualification: ‘officer with special higher military education, electrical engineer'.
In 1994, graduated from Admiral Kuznetsov Naval Academy with specialization in headquarters and tactical service of naval fleet with a qualification of officer with higher military education.
In 2005, graduated from Russian Academy of Public Administration under the President of the Russian Federation with specialization in state and municipal management and qualification of manager.
He began his labor activity in 1977.
