In the framework of the VII International Forum "Arctic: Today and the Future" the Minister of Industry and Trade of the Russian Federation Denis Manturov will hold a retreat of the Interdepartmental Working Group (IWG) on reducing the dependence of the Russian fuel and energy complex on equipment import, the components and spare parts, services of foreign companies and the use of foreign software, as well as the development of the oil and gas industry in Russia.
The IWG was established in 2014 by order of the Government of Russia to work out the issues of import substitution in the fuel and energy sector.
The working group unites five ministries: the Ministry of Industry and Trade of the Russian Federation, the Ministry of of the Russian Federation, the Ministry of Telecom and Mass Communications of the Russian Federation, the Ministry of Education and Science of the Russian Federation, the Ministry of Natural Resources and Environment of the Russian Federation, and two agencies – the Federal Anti-Monopoly Service and the Federal Customs Service of Russia.
December 4, 2017, on the opening day of the forum, along with the Head of the Ministry of Industry and Trade, the Minister of Energy Aleksandr Novak and the Chairman of the Board of Gazprom Alexei Miller will attend the meeting of the Interdepartmental Working Group.
The welcoming speech to the participants of the Interdepartmental Working Group will be addressed by Arthur Chilingarov, member of the Council of the Federation of the Federal Assembly of the Russian Federation, President of the Association of Polar Explorers.
During the meeting of the IWG will be heard the report on the implementation of special investment contracts and a presentation on the implementation of guidelines for the organization and conduct of a qualified select of Russian engineering equipment manufacturers subject to the requirements of engineering companies for their further inclusion by licensors into the vendor lists.
Participants of the meeting will also discuss proposals for the creation of a competence center for import substitution in the fuel and energy sector.
As a result of the meeting of the IWG, a list of instructions will be formed.
