There are no threats to the stability of DG shipping market, Yury Kostin, Director of RF Transport Ministry’s Department of State Policy for Maritime and River Transport, said at the 2nd Conference “Dangerous Goods: New Transportation Requirements” organized by PortNews Media Group.
According to him, there are rare cases of ban on departure of vessels loaded with dangerous goods due to the absence of required documents.
The Ministry of Transport of the Russian Federation is currently analyzing the results of scientific research performed by Admiral Makarov State University of Maritime and Inland Shipping to consider the existing regulations in the sphere of dangerous goods transportation. That work has revealed some legislative discrepancies.
Yury Kostin does not rule out the Ministry’s initiative on introduction of amendments into the regulatory framework.
When speaking at the Conference, Aleksey Karchemov, Senior Lawyer at Egorov Puginsky Afanasiev & Partners, emphasized the necessity for legislative improvements to minimize divergent interpretation of the same norms which is quite common today.
