Draft Federal Law “On introduction of amendments in the Federal Law “On fisheries and conservation of aquatic biological resources” in the part of improving the order for distribution of quotas on catching aquatic biological resources” has been submitted to the State Duma under RF Government’s Decree dated 18 March 2019 (No 449-р), RF Government says at its official website.
The draft law provides for distribution of 50% of crab quotas through e-auctions. It foresees introduction of a new type of quotas on catching aquatic biological resources – crab harvest quota with investments into industrial and coastal fishery. Such quotas are to be distributed among legal entities and individual entrepreneurs in proportion based on auction results.
The document developed by RF Ministry of Agriculture was considered and approved by RF Government on 14 March 2019.
The quotas for investment purposes will be provided for 10 years.
The new approach will ensure loading of Russian shipyards with orders for construction of fishing ships.
“The law will ensure some RUB 82 billion of additional income to the federal budget”, says the explanatory note to the document.
