RF Government approves implementation plan for construction of Kamchatka LNG terminal
RF Government approves a comprehensive plan for implementation of investment project on construction of a marine LNG transshipment complex in the Kamchatka Territory (Decree dated 14 March 2019, No 436-р), says press center of RF Government.
The document has been developed by the Ministry for the Development of the Russian Far East.
The investment project on construction of a marine transshipment complex (MTC) will be implemented in the Bechevinskaya Bay (Kamchatka Territory) with a purpose to transship liquefied natural gas (LNG) delivered from the port of Sabetta in the Gulf of Ob by ice-class gas carriers for further shipments from Kamchatka’s eastern shore by non-ice-class tankers to the countries of the Asia-Pacific Region.
The MTC project foresees the construction of two floating LNG storage facilities, an access canal in the Bechevinskaya Bay and a port fleet berth as well as development of systems for safe traffic of vessels.
The project will also let use boil-off gas for Kamchatka gasification.
The approved plan will provide for coordination of federal and regional authorities’ efforts.
The MTC will let increase the NSR traffic from 9.7 million tonnes in 2017 to 31.4 million tonnes by the end of 2026, attract about RUB 70 billion of private investments, ensure year-round loading of the Northern Sea Route, create the largest LNG hub in the region and generate new jobs. Ten Arc7 gas carriers are to be built under the project.
The MTC project will contribute to implementation of a comprehensive plan for upgrading and expanding core infrastructure through 2024 (approved by RF Government on 30 September 2018, No 2101-р) which foresees a considerable increase of cargo traffic in the NSR waters.
