Russian Gov’t released orders on the purchase of domestically-produced equipment for transport infrastructure expansion programme

The Government of the Russian Federation has published instructions following the meeting chaired by Deputy PM Dmitry Kozak that considered and determined the lists of competitive Russian equipment, technologies, equipment and production solutions necessary for the implementation of national projects and of a comprehensive plan for the modernization and expansion of the country’s main infrastructure.

Deputy Prime Minister Dmitry Kozak held the meeting on April 17, 2019. Based on the results, the following ministries: Ministry of Labor, Ministry of Health, Ministry of Education, Ministry of Construction, Ministry of Natural Resources, Ministry of Transport, Ministry of Economic Development, Ministry of Education and Science, Ministry of Communications, Ministry of Culture, Ministry of Energy, were ordered to compile the list of required domestically-produced equipment and solutions from Russian suppliers and submit to the Russian Ministry of Industry and Trade the updated list.

The Russian Ministry of Industry and Trade together with Roscosmos State Corporation, Rosatom State Corporation, Rostec State Corporation, Russian Railways OJSC, GTLC and other Russian producers of industrial products should prepare and submit to the Russian Government a consolidated list of products, broken down by product range, year of production, quantity, manufacturers with indication of replaceable similar imported products, the difference in acquisition price and maintenance costs compared with their foreign counterparts, the level of localization of domestic production, availability of intellectual property rights to technical documentation for the main components and (or) relevant technical solutions.

The Ministry of Finance Russia, the Ministry of Industry and Trade jointly with the Ministry of Economic Development, the Federal Antimonopoly Service of Russia should submit before May 20, 2019 to the Russian Government the agreed proposals on the establishment of preferential terms for the purchase of products included in the consolidated list, as part of state and municipal contracts, contracts with individual entities, procurement of products that are governed by the Federal Law dated July 18, 2011 No. 223-FZ “On the procurement of goods, works, services by certain types of legal entities”, as well as contractors in the framework of these contracts execution.
