The new inspection regime (NIR) of the Paris Memorandum shall enter into force on 1 January 2011. It introduces a mandatory a 100-percent inspection of vessels imposes more stringent requirements than the previous regime to vessels calling at ports in Europe, as well as the relevant shipping companies and flag States.
