Dmitri Medvedev signs Federal Law on Navigation Activities
RF President Dmitri Medvedev has signed Federal Law on Navigation Activities, Kremlin press center reports. State Duma passed the law on January 30, Federation Council approved it on February 4.
The law will make it possible to arrange cooperation between the subjects of satellite navigation activities and will provide conditions for application of satellite navigation systems including GLONASS in interests of defense and safety, different industries, individual consumers’ market and international cooperation.
The document specifies powers of the President, Government, federal authorities, state authorities of RF constituent entities and local authorities as well as the rights of natural and legal entities related to navigation activities.
Transport, technical means and systems including military and special equipment subject to fitting with navigation aids functioning of which is ensured by Russian navigation systems. Financial support is to be provided within the budget framework as meant for maintenance of federal authorities the competence of which covers transport, technical means and systems subject to fitting with navigation equipment.
The law comes into effect as of the day of its official publication excluding certain norms which are to become effective from January 1, 2011.
