PortNews IAA supported by the Association of Shipping Companies will hold a Round Table meting “Bunker Convention in the Russian Federation: shipping and insurance” on May 26 in Moscow. Aleksei Klyavin, Director of the Department for State Policy in Maritime and River Transport, RF Transport Ministry, plans to participate in the meeting.
The International Convention on Civil Liability for Bunker Oil Pollution Damage (Bunker Convention), 2001 came into effect in late November, 2008. Over fifteen states have ratified it including those of EU, China and the states of convenient flag. The Russian Federation acceded to the Convention by the Federal Law dated December 3, 2008. The Convention will come into effect in Russia on May 24, 2009. Unconditional accession of the Russian Federation to the Convention entailed a number of tough problems related to its application. During the Round Table meeting representatives of the RF Ministry of Transport will explain the rules of operation for shipping and insurance companies within new legal framework.
Preliminary program of the Round Table meeting consist of 4 issues: application of the Convention by other member states from December 2008 till May 2009; Convention’s entry into effect in the Russian Federation; existing practice of obtaining insurance coverage certificates by Russian shipping companies in December – May 2009; interaction of insurance companies and ship owners.
Cost of participation in the Round Table meeting – RUR 5,000. The service is exempt from VAT.
