RosTechNadzor approves eco impact statement for construction of BPS-2 section with a branch to Kirishi Refinery

Federal Service for Supervision of Environment, Technology and Nuclear Management (RosTechNadzor) has approved the ecological impact statement for the construction of BPS-2 section from NPS-7 to Ust-Luga with a branch to Kirishi Refinery. Corresponding order has been signed by Nikolai Kutjin, head of the Service, RosTechNadzor reports.

The document is valid for 5 years.

The Decree on designing and construction of BPS-2 was signed by RF Prime Minister Vladimir Putin on December 1, 2008. The pipeline will run from Unecha (Bryansk region) till Ust-Luga (Leningrad region) with a branch to Kirishi. The construction will be carried out in two phases. The first launch complex (30 million tonnes) is to be put into operation in the second quarter of 2012. The second phase is to raise the pipeline capacity to 50 million tonnes of oil per year (in 2013).

The project is operated by Transneft. To finance the project Transneft will issue long-term ruble bonds. Preliminary estimated value of the project (including the end point in Ust-Luga) is to make RUR 78.14 bln. In2009, Transneft will invest RUR 46 bln into PBS-2. 

PBS-2 envisages construction of a trunk pipeline with a total length of some 1,170 km, 7 oil pumping stations (NPS), reconstruction of the existing NPS (Unecha, Andreapol), construction of a branch to Kirishi Refinery (172 km long). The pipeline will run across Bryansk, Smolensk, Tver, Novgorod and Leningrad regions.
